California Gov. Gavin Newsom and AI company Anthropic announced on June 29 a deal that lets California state agencies, cities and counties use Anthropic’s AI assistant, Claude, at a discounted price. According to the governor’s office, the discount is 50%.<\/p>\n\n\n\n

The agreement comes as the cost of enterprise AI tools is under scrutiny, and it aims to accelerate AI adoption across government.<\/p>\n\n\n\n

California State and Local Agencies Get Claude at a Discount<\/strong><\/p>\n\n\n\n

Under the deal, all state agencies and local governments gain access to Claude, Anthropic’s chatbot, along with training and support from Anthropic. The governor’s office says Claude will help state employees draft documents and analyze information, and describes the discount as 50%.<\/p>\n\n\n\n

Claude is the first AI productivity tool available to all state agencies through the California Department of Technology’s new Statewide Information Technology Shared Services (SITeS) portal.<\/p>\n\n\n\n

“AI should not replace the human work of government; it should help our workers move faster, solve problems more effectively, and deliver better results for Californians,” Newsom said in a statement. The deal follows the governor’s March executive order aimed at accelerating government AI use while maintaining stronger safety standards.<\/p>\n\n\n\n

A Federal Clash and the ‘Supply-Chain Risk’ Label<\/strong><\/p>\n\n\n\n

As Anthropic deepens ties with California, a dispute with U.S. defense authorities over military-use terms has come to the surface. Earlier this year, Anthropic and the U.S. Department of Defense clashed over a contract that would have let the agency deploy Claude for any lawful use.<\/p>\n\n\n\n

Anthropic sought explicit carve-outs barring the government from using its technology to surveil Americans or to operate autonomous weapons without human oversight. Defense Secretary Pete Hegseth refused, and the DoD signed with OpenAI instead.<\/p>\n\n\n\n

The Pentagon went further, designating Anthropic a “supply-chain risk.” The designation restricts government contractors from using Anthropic’s technology in work directly tied to Department of Defense contracts. Anthropic says the label’s scope is narrow \u2014 covering only Claude use that is a direct part of those contracts, not unrelated commercial use or business relationships \u2014 and is challenging the designation’s legality and scope in court.<\/p>\n\n\n\n

As the state’s procurement proceeds separately from the federal designation, California CIO and Department of Technology director Chris Given told POLITICO that the supply-chain risk designation “just didn’t come up” during the Anthropic negotiations.<\/p>\n\n\n\n

Government Procurement as a New AI Market<\/strong><\/p>\n\n\n\n

The deal shows how government can become a major customer for AI companies. According to the governor’s office, the California DMV is using Claude to improve customer service and cut wait times, and the state’s Department of Health Care Services, the largest Medicaid agency in the country, is using Claude for internal workflows to better serve recipients.<\/p>\n\n\n\n

With the cost of enterprise AI subscriptions under scrutiny, discounted bulk access lowers the barrier for public agencies while giving AI providers steady demand and real-world deployment experience. The contrast between federal and state postures highlights how AI procurement is tied not only to technology but to judgments about safety and governance.<\/p>\n\n\n\n

What to Watch Next<\/strong><\/p>\n\n\n\n

It remains unconfirmed how far the discounted pricing will translate into actual deployment across state and local agencies. It is also unclear how the federal “supply-chain risk” designation will be handled going forward and whether it will continue to stay out of the state’s procurement.<\/p>\n\n\n\n

The designation is also being litigated, and courts have so far been split, leaving the scope and force of the federal label uncertain. How government AI adoption reconciles with safety conditions is the key question to watch next.<\/p>\n\n\n\n
